Answer:

As per TNRTI(Fees) Rules,2005, application fee may be paid through 'Postal money order'. Postal money order and Postal order are different. Postal order is not a mode of payment of fees as per TNRTI(Fees) Rules,2005. The reply given by the PIO on the question of fees seems to be correct as per the Fees Rules.

Answer:

There is no provision for filing RTI application online in the State. 
The Information Commission cannot offer clarifications on matters about which you have asked. It is only a second appellate authority on RTI petitions.
RTI applications are handled by a designated Public Information Officer who can only give copies of documents available with him. He may not be in a position to offer clarifications. It is not like  a Help Desk. 
You may mail or address the RTO seeking clarifications as a normal request instead of making an application under RTI . 
Motor Vehicles Act and Motor Vehicles Rules which are available in the public domain may throw light.

The Information Commission regrets it is not in a position to offer clarifications of this nature. It only handles appeals under RTI. It is not a body that can furnish information or clarification.

Please note that the Commission cannot give any direction unless an appeal is received. You are advised to file first appeal as laid down in Act and then move the Commission on second appeal.

RTI online.gov.in is a facility to apply online to PIO's of Central Govt.Department.This facility is not available to apply to State Govt.  Departments.Petitioner can send his application by post or deliver it in person addressed to the concerned PIO.

There is no common official for the district to whom petitions under RTI are to be sent. Every department will have its own Public Information Officer to whom the petition can be sent. Please send the petition addressed to Public Information Officer of the Office to which you sent the application for patta. If it is the Taluk Office, normally the Headquarters Tahsildar of the office is the Public Information Officer.  This Commission does not keep details of jurisdiction of various offices.

I HUMBLY REQUEST TO ISSUE INSTRUCTIONS  TO VARIOUS DIRECTORATES IN THIS REGARD  TO STOP THIS  PRACTICE.

I suggest that you may take up the matter with the government (Personnel and Administrative Reforms department) because it is for the government to issue general instructions to Public Information Officers and other authorities. 
If this is brought to the notice of the Commissioner in any particular case, the matter may be looked into by the Commission.
In some cases, instructions have already been given by the Commission that Section 5(4) can be used in which case, the official who receives the request will be deemed to be Public Information Officer.
You may also look into the decision of three member bench of the Central Information Commission in the Kanti Lal Modi vs CBEC which extensively deals with the question of transfer of petitions under 6(3) of the Act

    With reference to your mail sent to the commission regarding an internship programme,it can be considered on your application and resume along with a bona-fide from  the institution and the period for which the internship is sought.

Answer:

   It is not clear from you mail what you exactly want. Do you want the degree certificate or the date of the convocation?  This must be made clear in the RTI petition. In either case, you may ask when the degree certificate will be given or when the convocation will be held.

It is suggested that you send a mail or petition  to the Registrar instead of RTI application as under RTI only copies of documents can be sought. 

If you do not get a response in time, you may send a petition under RTI Act, affixing a court fee stamp of Rs 10 to the PIO (Public Information Officer) of the concerned University, asking for information on the action taken on your email or petition you first sent.
